The formula was signed off in March. The launch date is set. Then the pump supplier comes back with a twelve-week lead time on the actuator colour you approved, and the whole programme moves. Where a buyer has a free hand, the useful order of questions is: how the consumer will use it, then what the formula needs to stay stable, then what the format costs to run. Reversing that order is how a retinol serum ends up in a wide-mouth jar.

Viscosity and fill temperature decide the filler

Filling equipment is chosen against the rheology of the batch, not against the product name. A thin toner and a rich body butter can carry the same category label and still need different nozzles, different pump types and different line speeds.

  • Thin, free-flowing liquids — toners, micellar waters, thin shampoos — run fastest, and the practical constraint is foaming and drip control at the nozzle rather than the pump itself.
  • Emulsions — lotions, conditioners, creams — are commonly filled warm, because viscosity falls with temperature and a warm fill runs cleanly and doses accurately. That means the batch has a window: filled too hot and the container can deform, filled too cold and the dose drifts.
  • Anhydrous and wax-bearing products — balms, vaseline-based creams — have to be filled molten and then cooled in a controlled way, because the cooling rate changes the surface finish the consumer sees when the jar is opened.
  • Products with suspended particles — scrubs, glitter, encapsulated beads — need a filler that will not shear or block, and a mixing arrangement that keeps the particles evenly distributed across the whole batch rather than concentrated in the first or last units.

This is the reason a factory will ask for the finished formula, or at least its viscosity and fill temperature, before quoting a fill rate. A quote issued without it is an estimate dressed as a price. The same information is already generated during formulation and sampling, so the sensible sequence is to fix the pack shortlist during sampling rather than after it.

The pack has to survive the formula

Compatibility is the test that gets skipped most often and causes the most expensive failures, because it fails slowly. A fragrance can migrate into a polyethylene wall and weaken it. An essential-oil load can craze a PET bottle. A high-pH cleanser can attack a metallised decoration from the inside. None of that shows up on day one.

The standard defence is to put the actual formula into the actual pack, in the actual closure, and hold it under elevated temperature alongside a room-temperature control, then look at weight loss, appearance, odour, colour and the pack itself over time. That programme sits inside stability and shelf-life testing and needs to start early, because its duration is fixed and cannot be compressed by paying more.

Two practical points follow. First, compatibility is specific to the exact component, not the material family: two HDPE bottles from different suppliers can behave differently. Second, if the pack changes after testing — a different cap liner, a different tube supplier, a switch from PET to rPET — the result does not automatically carry over. Components, not filling, usually set the schedule

Filling a batch is rarely the long pole. The critical path normally runs through whichever component has the longest lead time and the least flexibility — commonly a custom closure, a decorated tube, or a printed carton waiting on artwork approval. When a programme slips, the cause is more often an unapproved proof than a busy line.

Three habits remove most of that risk: approve artwork against a physical proof on the real substrate rather than a screen; order long-lead components against a forecast rather than against a confirmed order; and hold a small buffer of the component that is hardest to replace rather than of the finished good.
