Three quotes come back for the same 0201 shipping carton. The spread is twenty-odd percent, and all three companies describe themselves as a factory. Two of them have photographs of a printer-slotter on their website. One of those two has never made a sheet of board in its life, and the third has never touched a machine at all — it will place your order with a plant three districts away and add a margin you will never see on the invoice.
Vetting a China carton supplier is not the same job as vetting a general manufacturer, because corrugated has a supply chain layer that most categories do not: the board itself is a separate industrial process from the box. A company can own real machines, employ real people, and still be buying every sheet it converts. That is not fraud — sheet plants are a legitimate and very large part of the industry — but it changes what your supplier can control, what they can promise on board grade, and who actually sets your lead time. Here is how to work out which of the three you are talking to, in about half an hour, without a plane ticket.
The three companies that answer a corrugated RFQ
Almost every quote you receive comes from one of three business models. The difference is physical, so it is testable.

Note the last row. There is no "best" model in the abstract. If you are ordering 2,000 printed retail boxes with a short shelf life, a good converter may serve you better than a board plant that is optimising a 2.5-metre-wide web. If you are running a repeat export carton where a 15% swing in compression strength means crushed bottom rows in Long Beach, the plant that makes its own board is the one that can hold a spec.
What a corrugator actually is, and the two things a converter cannot fake
The single most useful piece of knowledge in this whole exercise is that a corrugator is not a machine, it is a building-length process line, typically 60 to 100 metres from the reel stands to the stacker. Board is formed continuously: reels of liner and medium unwind through a splicer, the medium is steamed and pressed between fluted rolls, glue is applied to the flute tips, a second liner is laminated on hot plates, and the endless web is slit, scored, cut to length and stacked. That process has two by-products no sheet plant has any reason to own.
Steam and starch
A corrugating line runs on steam and on starch adhesive. Steam means a boiler house, a licensed pressure system, a steam header running to the single-facer and the double-backer hot plates, and condensate return lines. Starch means a starch kitchen: bins or bags of corn starch, caustic soda and borax, mixing tanks, and pumps feeding the glue units.
A converter that buys sheet has neither. It buys board and it buys hot-melt or cold PVA glue in drums for the folder-gluer. So two questions do more work than any certificate you could ask for:
- "Show me the starch kitchen and tell me your glue formulation." A board maker will walk you there and talk about starch, borax and gel point without being prompted. A converter will talk about drums of white glue for the joint, which is a different question and a different answer.
- "Where is the boiler and what pressure does the double-backer run at?" A board maker knows. A converter has no reason to.
Neither question is hostile, and neither can be answered from a brochure.
The unbroken video walk
Ask for a live video call, not a photo album, and ask for one continuous unedited take that starts at the mill roll stands and finishes at the stacker. What you are looking for is the web: a moving sheet of board running through the line while you watch, with reels on the stands behind it and trim being sucked into overhead ducts. Ask them to point the camera at the reel labels — liner and medium reels carry the mill name, grammage and width printed on the core end.
A photo of a printer-slotter proves only that the company converts board. A running corrugator proves the company makes it. If the answer is "the line is not running today", ask to book the call for a shift when it is; a plant with genuine board lines will not find that request unusual. The paper trail that survives a good sales rep
Documents cannot tell you whether board is made in-house, but they can tell you who you are actually contracting with, which is the other half of the problem. - Get the Chinese legal name and the unified social credit code, and check the business scope. The registry entry lists 经营范围 — the registered business scope. A manufacturer's scope names production of paper products (纸制品 / 纸箱 生产制造). A trading entity's scope names sales and import-export only. This is one of the few public fields that distinguishes the two without anyone's cooperation.
- Ask who issues the VAT invoice and who appears as shipper on the bill of lading. If the exporter of record on the B/L is a company you have never heard of, you have found a layer. Ask for a redacted copy of a past B/L to an overseas port before you place a first order.
- Ask for the reel supply, not the certificate. "Which paper mills do you buy liner and medium from, and which grammages do you hold in stock as reels?" A board maker answers with mill names and a grammage list. A sheet buyer answers with a board grade and no mill.
- Ask for the corrugator's working width and its minimum order length in linear metres. Corrugators have a fixed web width and a practical minimum run. If nobody can tell you the width, nobody is running the machine.
- Ask what happens to trim. Integrated plants generate substantial trim and produce baled waste continuously; they sell it. Ask who buys their baled trim and roughly what tonnage moves per month. It is a mundane question that a broker cannot improvise.
Notice what is not on that list: certificates. Any credential a supplier names — a quality management system, a third-party test report, a dangerous-goods packaging approval — is something you ask them to produce in full, with the certificate number, the issuing body, the scope and the validity dates, and then verify with the issuer directly. Take nobody's word for the existence of a document, including a listing's word, including this article's. Certificates are a verification task, not a vetting shortcut.
What changes on your job once you know which one you bought
This is the part that most sourcing checklists skip, and it is the reason the question is worth thirty minutes.
Your lead time is a scheduling artefact, not a queue position. Corrugators do not run one order at a time. Orders are combined — grouped by identical board grade and trimmed together across the web width so that little paper is wasted. The practical effect is that your delivery date depends on when your board combination next runs, which is why an integrated plant will ask what board you want before it asks how many boxes you want. If you can flex your board grade toward one the plant runs often, you can sometimes buy a week of lead time for nothing. Ask directly: "how often does that combination run?"
Board consistency between runs is only controllable in-house. A converter buying sheet takes what the market offers that week. Same grade on paper, different mills, different moisture history. If your carton is close to its compression limit, that variance lands on you as damage in the bottom row. This is why the board specification you write matters as much as the supplier you pick — spell out ply, flute, and the grammage of each layer, as covered in choosing a flute profile and specifying ECT against burst.
Small runs behave differently at each tier. A converter can pull ten sheets off a pallet and die-cut them tonight. An integrated plant needs the corrugator to have run your board, so genuine short runs are usually served from stock board or slotted into an existing combination. If you are ordering in the low thousands, ask specifically how a 1,000-piece order is scheduled rather than assuming a big plant handles it the same way as a 50,000-piece one.
Warp is a storage problem you can see. Board leaves the double-backer hot and moves as it equalises. In-house board is usually converted within days; bought-in sheet has travelled, waited and picked up moisture. Ask to see the sheet or board storage area on the same video call, and look for whether pallets are wrapped, off the floor, and dated.
Common questions
Is a sheet plant a worse supplier than an integrated plant?
Not automatically. A good converter with a strong pre-press and die-cutting department beats a mediocre board plant on printed retail work every time. The point of the distinction is not to disqualify anyone — it is to know who controls the variable that matters to your particular carton. If your risk is print quality, judge the converting hall. If your risk is compression after an ocean leg, judge the corrugator.
The supplier says they have their own board line but the website shows only converting machines. What now?
Websites lag reality in both directions. Do not conclude anything from the photo set. Book the live walk described above and ask for the reel stands. Fifteen minutes of video settles it permanently, and it is a reasonable request that costs the supplier nothing.
How do I check a broker is not sitting between me and a real plant I already found?
Compare three names: the entity on the quotation, the entity on the proforma invoice bank details, and the shipper on the bill of lading. If they are not the same company, ask why in writing before paying a deposit. Mismatches sometimes have innocent explanations — an affiliated export arm is common — but the explanation should come before the wire, not after.
What to ask a carton supplier next
Run this in one call, in this order, and write the answers into the file next to the quote:
- Do you produce your own corrugated board on site? If yes: how many corrugating lines, what working width, and how often does my board combination run?
- Show me the wet end running, live, in one take — reel stands, single-facer, double-backer, stacker.
- Which mills supply your liner and medium, and which grammages do you hold as reels?
- Name the legal entity on the invoice and the shipper on the bill of lading. Confirm they match, in writing.
- How is a 1,000-piece order scheduled against your normal board combinations, and what does that do to lead time?
- Which converting operations happen in this building — printing, slotting, creasing, die-cutting, gluing, stitching — and which are subcontracted?
- For every credential you cite, send the certificate itself with number, scope, issuer and expiry, and tell me which body I can verify it with.
For a worked example of what a full answer set looks like, the CMH listing for Jindong Packaging states a Shenzhen paper-packaging manufacturer founded in 2007, operating from 12,000 m² across three buildings on the Guangshen Expressway outer ring road in Xinqiao, Bao'an, with around 50 staff and annual capacity of roughly 10 million units; that board is produced in-house on multiple automatic corrugated board production lines rather than bought in as sheet, with printer-slotters, slotting and creasing machines and gluing and stitching machines in the same plant; that work is ODM on a full-material basis, built to your drawing or sample, from 1,000 pieces with tiers at 3,000 and 5,000, sampling in about seven days and bulk in about fifteen working days on T/T terms; and that finished goods leave on the company's own delivery fleet. The listing publishes a legal name — Shenzhen Jindong Paper Products Co., Ltd — and licence number 91440300661003655H, which is exactly the pair you take to the national registry and check yourself rather than accept. How many corrugating lines there are and how wide they run is not stated, so put question one back on the list. That is the shape of a good vetting file: a set of specifics you can test, and a short, honest list of the things still to confirm.
